Atlanta’s Cop City was initially a proposal for a police training centre; now it has become a national flashpoint highlighting civil rights, environmental justice, police militarisation, and how much protest you can do in the U.S today. What is a Cop City?

The designation of “Cop City” refers to the new, $90 million Atlanta Public Safety Training Centre. The centre is intended to be a cutting-edge model for law enforcement methods, featuring realistic city settings within a training facility that includes firing ranges, K-9 units, and training fields. 

Critics point to the centre’s name, noting that it is much larger than a basic training centre for police activities and should instead be categorised as a mini-military Base that deepens the militarisation of our communities while expanding police authority by increasing government spending on law enforcement over social assistance or other community resources.

Why was Cop City introduced?

In response to the protests across the Country in 2020, the Atlanta Government officials had stated it would be best if all Police officers were given additional training to reduce the likelihood of future violent interactions. The Centre’s critics say that the proposed Centre increases the Militarisation of Law Enforcement, expands authority over the People, and diverts public dollars away from Social Services and into Law Enforcement.

Origins of the Encampment

Beginning towards the end of 2021, several activists began to camp out in the woods in order to directly stop any building from occurring; this small beginning quickly transformed into a broad coalition made up of students, ecologists, anti-prison activists, neighbourhood community members and allies from outside the state.

Purpose of the Movement

The goals of the activist’s movement were very straightforward:

  • Stop the construction of Cop City.
  • Save the forest.
  • Redirect the funds being spent on policing to actual community needs.
  • Reduce military-style policing.
  • An Intersection of Climate and Civil Rights Activism

The activists have combined their goals of protecting the environment with resisting the militarisation of the police. They are making the argument that the need for safe communities cannot be separated from the need for social justice and climate justice.

The raid that changed everything took place on January 18, 2023. It involved multiple law enforcement agencies working together to sweep through a forest encampment. The police arrived equipped with rifles, armoured vehicles, and tactical gear to conduct what many considered to be a counterinsurgency operation, rather than the removal of protesters.

According to police reports, someone from inside the tent where the shooting occurred fired first. However, according to protesters, Tortuguita was the only person in that tent, and they believed that he was non-violent and unlikely to have shot at the police.
